About Aran and Franklin - Chandra Franklin Womack, P.E.

Chandra Franklin Womack, P.E.

Owner and Chief Executive Officer of Aran & Franklin Engineering Inc.

Chandra Franklin Womack is both owner and Chief Executive Officer of Aran & Franklin Engineering Inc. Chandra earned her Texas Professional Engineer license in 2010 and is also licensed in Florida, Louisiana, New Jersey, and New York. She is a 2006 graduate of Lamar University with a BS in Civil Engineering and also a 2020 graduate of Texas A&M Mays College of Business with a Master of Business Administration.

Chandra is a Texas Department of Insurance Windstorm Appointed Engineer and also a member of the International Code Council, the American Society of Civil Engineers and the American Institute of Steel Construction. She has performed the windstorm design on thousands of structures in the Golden Triangle, Bolivar Peninsula, Lower Rio Grande Valley and Coastal Bend. Chandra has been project manager for disaster recovery related to weather events like as Hurricanes Dolly, Ike, Rita and Harvey, as well as the 2009 Bastrop wildfires.

Chandra also represents the 14 first-tier coastal counties as a member of the board of directors for the Texas Windstorm Insurance Association. She was elected in 2019 as Vice-Chair and then as Chair in the following year (2020). She also serves on the board of directors of Smart Home America.

Chandra is available before hurricane events as a subject matter expert for interviews related to windstorm design, structural engineering, and coastal construction, and also serves as a litigation consultant on construction-related matters.

Wesley Buchhorn, P.E.

Professional Engineer

Wesley Buchhorn is a 2005 graduate of Lamar University with a BS in Mechanical Engineering. Wesley worked as an Engineer-in-Training for 6 years at a local engineering company designing wooden structures, steel structures, and foundations, as well as inspecting them to ensure they were constructed according to the current International Residential Code (IRC), International Building Code (IBC), and ASCE 7-05 requirements for windstorm certification.  He earned his Texas Professional Engineering License in 2011 as a Civil/Structural Engineer and was appointed by the Texas Department of Insurance to perform windstorm certifications of structures and components.

Timothy Buchhorn, P.E.

Professional Engineer

Tim Buchhorn graduated in 2008 from Texas A&M University with a BS in Civil/Structural Engineering. Tim worked as an Engineer-in-Training for 5 years at a local engineering company designing both commercial and residential structures (wooden, steel, concrete, etc.). Following his training, he achieved his Texas Professional Engineering License in 2013 as a Civil/Structural Engineer and was appointed by the Texas Department of Insurance to perform windstorm engineering and inspections, as well as certifications of structures and components in the State of Texas. Tim also specializes in designing and drawing architectural/structural drawings for all types of structures including residential homes/additions, metal buildings, carports, patios, porches, barns, duplexes, apartments, bulkheads, boat houses, piling foundation designs, beachfront homes, concrete foundation design, elevator shafts, etc. He holds paramount the safety, health, and welfare of the public.

Rachel Riley, P.E.

Senior Professional Engineer

Rachel Riley is a 2009 graduate of the University of Houston, Downtown, with a BS in Structural Analysis and Design Technology, and a minor in Mathematics, while graduating Magna Cum Laude and a being member of the Honor Society of Phi Kappa Phi since 2008. She is currently a member of the American Institute of Steel Construction and is also an associate member of the American Society of Civil Engineers. Rachel joined the A+F team in 2013, earned her Texas E.I.T. certification in 2015, and State of New Jersey Professional Engineer license in 2019.

Engineer

Brady Ewing is a 2020 graduate from Louisiana Tech University in Ruston with a BS in Civil Engineering. He joined the A+F team in 2021 in the Texas City, TX office, before relocating to our Cape Coral Office. Brady is now a registered EI in the State of Florida.

Andy Helgeson

A+F Civil Designer

Andy Helgeson, the A+F Civil Designer, has been a member of the A+F team since 2013 with a decade of experience in civil, structural, residential, and commercial design with some additional platting and surveying experience throughout his career. Andy has worked on thousands of home projects, as well as various commercial developments across the great State of Texas. His civil experience includes the development of hundreds of acres for residential subdivisions, commercial sites, RV Parks, and everything in between to accommodate thousands of residential lots and recreational camping spaces, as well as countless businesses. While being a member of the A+F team, he has worked diligently to branch out and coordinate with various municipalities and other state and local government offices while also working with other engineers and surveyors to provide the best product for the clients.

Dalrisa Gray

Engineer

Dalrisa Gray is a 2020 graduate of the University of Texas, San Antonio, with a BS in Civil Engineering as well as a certification in Graphic Design. She is a former member of the Worthing Scholar Society in Houston and has also worked in participation of Hurricane Ian Recovery. Dalrisa joined the A+F team in 2021 and is presently working toward her Professional Engineer license in the State of Texas.

Aran & Franklin Engineering, Inc. began as a partnership between Dan Aran & W. D. “David” Franklin as a home-based engineering consulting firm in Southeast Texas.
